Let's build bipartisan support for the National Endowment for Oceans Fund To Protect, Conserve, and Restore Our Great Waters!The National Endowment for the Oceans Act (S.3641), a bill that promotes the protection and conservation of our ocean, coastal, and Great Lake ecosystems, is being introduced by US Senators Sheldon Whitehouse (RI) and Olympia Snowe (ME). NEWSFLASH: Senators Whitehouse and Snowe have requested ORI to assist in adding sponsors to the NEO bill. Clearly the National Endowment for the Oceans Act is most worthy of support. In addition to Senators Whitehouse and Snowe, the legislation is co-sponsored by Senator Jay Rockefeller, chairman of Commerce, Science and Transportation, and Senator Daniel Inouye, chairman of Appropriations. The purpose of this Act is to "restore and understand . . .ensuring present and future generations will benefit from the full range of ecological, economic, educational, social, cultural, nutritional, and recreational opportunities these resources are capable of providing." This endowment will help science keep pace with the changes happening to oceans and great waters. Senator Snow says: "The legislation we are developing would be a major step forward, ensuring a steady stream of funding for state, regional, and National ocean and coastal priorities. Funding for this initiative should come from offshore oil and gas activities. This speaks to the responsibility we have to balance offshore energy activities with protection of our vital natural resources. A National Endowment for the Oceans that reinvests a portion of offshore revenues in the areas most directly affected was one of the fundamental recommendations of the U.S. Commission on Ocean Policy."
